UAE residents must hold an Advertiser Permit, while international creators, including tourists and visiting stars, must obtain a Visitor Advertiser Permit before posting sponsored content, gifted stays, or event coverage. Brands, agencies, and influencers are all independently responsible for compliance. From Looser Guidelines to Strict Requirements

Starting February 1, 2026, the game has changed for influencer marketing in the UAE.

If you're an influencer living in Dubai, a brand planning a launch event with content creators, or an agency managing campaigns in the UAE, you need to understand the new Advertiser Permit regulations. Even influencers visiting the UAE and planning to post sponsored content, now need permission.

What It Was Like Before February 2026

The UAE has technically required influencer licensing for many years, but there were a few barriers in the past.

  • The annual licenses cost were high, deterring most creators;
  • UAE residents were targeted; visiting influencers operated in a legal grey area;
  • Many influencers simply didn't know about the requirement.

What Changed on February 1, 2026

The National Media Authority (NMA) rolled out a completely revamped system:

What Counts as "Promotional Content"?

Influencers NEED a permit for:

  • Sponsored Instagram posts for brands
  • Paid hotel stays in exchange for content
  • Product reviews with compensation (money or gifts)
  • Brand event coverage where you're invited as an influencer
  • Affiliate marketing with UAE-related products or services
  • Any content where they received payment or free products/services

Influencers DON'T need a permit for:

  • Personal vacation photos with no commercial relationships
  • Organic mentions of places they visited (with no sponsorship)
  • Sharing their genuine experiences without brand partnerships

There is still a slight grey zone when an ifnluencer is posting content based on gifted trips or hotel stays, without the requirement to post about it on social media.

Application Requirements for Visitors

  • Apply through the NMA portal (nma.gov.ae)
  • Submit documentation
  • Describe your planned promotional activities
  • Specify duration of stay and content schedule

Who's Responsible?

The UAE operates on a joint and several liability model, meaning each party in the commercial chain can be held independently responsible.

For Influencers

If they are a UAE resident:

  • Obtain an Advertiser Permit before accepting ANY paid partnership
  • Disclose their permit status to brands and agencies
  • Maintain proper #ad, #sponsored disclosures on all promotional content
  • Renew annually

If they are visiting the UAE:

  • Apply for Visitor Advertiser Permit before their trip
  • Clarify with inviting brands whether content expectations exist
  • Even content posted after leaving UAE requires a permit if created during their visit

For Brands

Whether the brand is a UAE-based company or an international brand doing business in the UAE, they have significant compliance responsibilities.

Before contracting with UAE influencers:

  • Request proof of valid Advertiser Permit
  • Verify the permit covers the platforms and content types they are planning
  • Document their verification efforts
  • Include permit requirements in contracts

When inviting international influencers to UAE:

  • Inform them about Visitor Permit requirements at invitation stage
  • Provide NMA links and application guidance
  • Set deadline: "Permit must be approved before travel"
  • Consider covering permit fees as part of campaign budget
  • Collect copies of approved permits before the event
